In the State of Montana, most school-sanctioned sports are overseen by a referee from the Montana Officials Association (MOA). For any incidents regarding referees and officials from MOA during a school-sanctioned sports activity, there are steps you can take to report to the appropriate governing bodies.

The MOA is directly affiliated and governed by the Montana High School Association (MHSA). MOA ensures accountability for athletic officials through strict adherence to handbook regulations, mandated uniforms, and adherence to MHSA rules. If you or your child experiences a negative situation with a MOA official, it is important to document the incident and speak with your local school officials. Request a meeting with your Athletic Director or school administrator. Schools have the opportunity to provide school reports on MOA officials to be sent to the MHSA office and reviewed by MHSA.

Within the report, school officials submit statements regarding the incident. They can also include video footage. For specific sports, the National Federation of State High School Associations (NFHS) records and archives footage of games that is available to review.

Fans should refrain from confronting officials on or off the field or court, and use the association-provided channels for resolutions. Schools have information regarding official names and contact for reporting purposes. Fans should not approach officials to gather this information and should be aware of potential consequences, including bans or ejections from sporting events.

In January 2024, following advocacy by Native American schools and families, the MHSA voted to add a dedicated Native American representative to its Executive Board. This position, created to better address the needs and representation of Native American student athletes in Montana, is currently held by Dee Pretty on Top, Lodge Grass High School Athletic Director. Montana is currently experiencing a significant referee and officials shortage, particularly in football and basketball. Retention is low and there is a shrinking pool of referees around the state. Consider training to be a referee to support your local community and student athletes.
